Jennie Olson For President
I’m honored to run for re-election as President of AFSCME Local 328 with our slate of proven member-leaders. This re-vote comes at a time when many members want reassurance, stability, and leadership that is focused, united, and moving forward. Local 328 is the largest AFSCME local in the state of Oregon. It is diverse and complex, and leading such a local is an important job that requires experience, collaboration, and a clear understanding of how decisions impact our members long-term.
Over the past decade, I have served as a steward, Secretary, Chief Negotiator, and President. I also serve as a Special Sector Board Member for Oregon AFSCME, advocating for our priorities statewide. These roles impart a deep understanding of how our union works—at the worksite, the bargaining table, and the legislature—and how to turn member priorities into accomplishments.
Under my leadership, our local has achieved it’s highest membership rate in over a decade. We have secured the right for our members to file short staffing violations directly with the Oregon Health Authority - an important step toward improving both worker and patient safety. We have launched and graduated the first cohort of the Building Bridges apprenticeship program. I have effectively advocated for our members on the Employee Benefits Council, protecting your medical coverage with no increased out-of-pocket costs in the past two years. We have also achieved major wins at the state level: advancing pro-worker legislation, securing union voices on the OHSU Board of Directors and Presidential Hiring Committees, and safeguarding union jobs at OHSU.
Results alone are not enough. Our members deserve a union that listens, shows up, and works for them every day. I am committed to improving communication, expanding member involvement, and representation.
Your vote for me is a vote for continued progress, protection of our rights, and a leader who will not step down. I will keep showing up, listening to your concerns, and turning them into action, and to continue to hold the leadership and board of directors at OHSU accountable to our members. Jenn Roemer for Vice President
I have worked at OHSU since 2020 as a Respiratory Therapist. I am currently a steward and serve on the 2025 bargaining team. I also served on the HB 2697 Safe Staffing Committee as a representative for professional/technical AFSCME represented staff and was a delegate for local 328 at the 2025 Oregon AFSCME State Convention.
At home, I sometimes don’t realize I’m “hangry” until my husband shows up with a burrito. One bite, and I remember what it’s like to think clearly, laugh easily, and have the energy to get things done. No one’s at their best when they’re running on empty.
Unfortunately, OHSU’s “running lean” philosophy has us all working in a constant state of workplace hunger. I’ve seen firsthand how my coworkers — some of the hardest working people I’ve ever met — keep showing up with grit, creativity, and compassion despite the strain. You’re problem-solvers. You adapt. You innovate. And you deserve the resources to do your jobs without being worn thin.
I am running for vice president as part of a slate of dedicated union members who are passionate about the work we do and the people we serve. If elected, I’ll work to help OHSU leadership understand that feeding its workforce — with staffing, support, and respect — won’t lead to waste or complacency. It will unleash the full potential of experienced, dedicated employees to improve patient care, boost satisfaction, and create efficiencies that come from knowledge, not corner-cutting.
I believe in speaking truth to power, and the truth is: excellence in healthcare starts with taking care of the people who provide it. Let’s make sure our voices are heard.
Kerry Moore for Treasurer
I am currently serving as Treasurer of Local 328 and am honored to run again for this position. Since being elected Treasurer last fall, I have approached this role with dedication and a commitment to fiscal responsibility. My previous years of experience as an At-Large board member has provided me with valuable insights into our union's processes and initiatives, allowing me to identify numerous opportunities for enhancing our financial strategy.
During my tenure on the board, I have been an active and engaged participant in discussions on fiscal policy, consistently supporting responsible spending, transparency, and accountability. As Treasurer, I helped lead the development of the 2026 operating budget, reducing the projected deficit by approximately $200,000 compared to the approved 2025 budget. I have also reviewed prior billings between Local 328 and OHSU and worked collaboratively to address discrepancies, resulting in more than $25,000 in expected credits to Local 328 through future billing adjustments.
I am excited about the prospect of continuing my service as Treasurer. I aim to uphold our board's commitment to fiscal responsibility and provide information that allows them to make informed decisions. My vision for 2026-2027 includes improving our current financial health and status. We must scrutinize every expenditure of members’ dues dollars.

Angelo Bologna for Chief Steward
I'm Angelo Bologna - I've worked as a Physical Therapist at OHSU for about 5 years now. During that time I have served as our unit steward and moved into leadership within Local 328 now serving as an At-Large board member, co-chair of our organizing committee, and one of our Lead Stewards. I believe strongly in the power of organized working class people.
I am running for Chief Steward as I believe our stewards are the foundation of a strong local. Our stewards are how we test and defend our contract, and as well how we scout our work units for issues and for new leaders. During my time on the Organizing Committee we have worked to bring in new leaders and train them up to being able to organize around issues they are facing in their work units.
My aims for the position will be to increase our steward mentorship programs, provide a robust contract summary once the 2025-2028 contract is settled, and to have a steward in every department we represent.
I have participated in AFSCME Lobby Day speaking to hospital safety bills, I have worked grievances and IMs, and I have helped run the committee that handles all of our New Employee Outreach and engagement.
We live in historic inequality, where there is immense wealth held by very few while many of us working class people still struggle to pay for our student loans, our housing, our food, and everything else. I seek to strengthen our Local with our hardest fighters - our stewards. We will fight every day until we get what we need as organized labor!
Cassie Barton for Secretary
I am honored to be nominated to continue serving as Secretary of AFSCME Local 328. Our union needs strong leadership to win a strong contract, secure worker protections, and fight for the pay increases we deserve. Alongside Jennie Olson, Jenn Roemer, Kerry Moore, and Angelo Bologna, I am committed to building a union rooted in transparency, communication, and accountability.
Over the past two years, I have had the privilege of serving as Secretary. I have also served as a representational steward, on the Employee Benefits Council, and as an at-large member of the Executive Board. In these roles, I’ve worked to bring an independent perspective, ask tough but fair questions, and ensure that decisions reflect the needs of all members.
If re-elected, I will continue to carefully document our Executive Committee and Executive Board meetings, post minutes in a timely manner, and carry out all the duties of Secretary with accuracy and care. More importantly, I will remain focused on representing you—our members—by ensuring that our union’s choices are deliberate, transparent, and always in the best interest of the membership.
I am proud of the progress we’ve made, and I look forward to continuing the hard work of building a stronger Local 328 together.

John Trammell
I’m running for re-election as an At-Large Board Member. I was first elected in September 2025 and have worked at OHSU for 16 years, serving on the Epic Shared Services Technical team since 2012. I’ve been a proud AFSCME Local 328 member since my first day on the job.
For the past two years, I’ve served on the Market-Based Wage Committee, where I’ve fought for fair pay for all of our union siblings. I’m running for the Board to continue advocating for transparency, equity, and stronger support for frontline workers. I believe in holding management accountable and ensuring every AFSCME member is heard and respected.
While my time on the Board is just getting started, I hope to continue fighting for the amazing members of our union.
Heath Oetken
I’ve been an active member of AFSCME Local 328 for ~9.5 years and have been an Executive Board Member at Large the past 2 years. I am proud to be running for re-election as part of the “328 For the Members” slate of candidates .
During the past 2 years, I’ve focused on open communication, financial transparency, and employee advocacy. I assisted members through multiple grievance processes, interpersonal conflicts, and contract enforcement. I organized employees resulting in a new incentive pay agreement from OHSU. I collaborated with colleagues to escalate a pay equity review to rectify discriminatory wage practices. I served on a dues committee, updated a dues calculator for members and fought for a transparent balanced budget for your hard earned dues. I served on the Employee Benefits Council to advocate for our insurance benefits and much more
I believe that continuity on the executive board builds real strength as a union. I stand for practical, member-first approaches to improve membership engagement, general union education and contract language that actually reflects how we work! Leah Witte
I am running for our local 328 Board of Directors on the 328 for the Members slate. I have been a union member for over 25 years. I have been a steward for about 20 years.
I am a current board member and I have worked with our other board members to ensure that our local is focused on improving wages, benefits and increasing safety for our members. I would like to see membership meetings that are relevant and informative, and a board that focuses on ways to make our local impactful at OHSU and in the larger community.
Spike Walls
My name is Spike Walls and I am running for an at-large position on Local 328's Executive Board.
I've spent my time as a shop steward since 2022 helping the folks in my unit with their contract questions, especially surrounding timekeeping and ANI. I love helping people and want to step into this role as an act of service to my fellow comrades. With almost 8 years at OHSU under my belt, I deeply understand the importance of standing in unity and fighting for what we deserve.
As the new Chair of the Internal Communications Committee since September 2025, I’ve learned at a steep curve just how hot this job can get. Not only have I handled the heat while increasing communication frequency and clarify, I’ve got exciting plans for this term to engage our membership in Union education and activities.

DeAsia Chenault
I’ve been a respiratory therapist at OHSU since 2014. Like many of you, I’ve seen how much healthcare and our workplace have changed. Honestly, I almost gave up on the union—but instead, I chose to get more involved by running for the Executive Board. I believe the union is our last line of defense for protecting workers’ rights, and it matters too much to walk away from. At the same time, I know it needs to adapt and reflect the real needs of its members. I’m committed to listening, showing up, and making sure every member has a voice.
Eric Buzzard
Hello, I'm Eric Buzzard and I am running for an at-large Board member seat this year.
I have been a dues paying member of AFSCME 328 since starting at OHSU in 2016 and previously, I was a member of UFCW Local 555. I have been a staunch advocate for our union since joining, working as a contact point in my work unit for union resources and contract interpretation before officially becoming a Steward in 2022.
This year, I have had the privilege of being a member of the Contract Bargaining Team and an Executive Board member. That experience has shown me that while we have an incredible union filled with hard-working people, we have a great deal of work left to do.
I ran for the Contract Bargaining Team because I knew that our members deserve so much more than what OHSU has given them. I'm asking for your vote in this election because I know that getting what you deserve doesn't stop with this contract, it's a daily fight and one that I am ready for.

Shawn Pierre
My name is Shawn, and I am honored to be running for the position of Candidate At-Large on the slate with 328 For The Members. I have proudly served as a Pharmacy Technician for 25 years, where I have witnessed the challenges our members face every day and the strength we find when we stand together.
Beyond my work in healthcare, I bring a broad background of service and solidarity. I am a U.S. Coast Guard veteran, a former Firefighter/EMT, and a former Teamsters union member. Each of these experiences has shaped my values of dedication, accountability, and commitment to the greater good. Whether serving my country, protecting my community, or standing shoulder to shoulder with union brothers and sisters, I have always believed in putting people first.
As a Candidate At-Large, my priority is to ensure that every member of Local 328 has a voice. I am committed to strengthening communication between leadership and membership, negotiating stronger contracts, and protecting the wages, benefits, and working conditions we all deserve. I also believe in mentoring and supporting the next generation of union members so that our collective power continues to grow.

Michael Everhart
I am Michael Everhart, and I am running for the Local 328 board to help defend our contract and strengthen our working conditions and benefits. I want every union member to have a voice in our union. I am endorsed by Secretary Cassie Barton and President Jennie Olson, who are also part of the 328 For The Members slate.
I have worked at OHSU for over nine years, served as a union steward since 2021, and as Education Chair on the Local 328 Board. I am a lifelong Oregonian with training in counseling psychology and work as a PAS Coordinator. These roles give me a firsthand perspective on how decisions affect our members. I am committed to making sure our voices are heard.
As former Education Chair, I have helped empower members by writing blog articles on topics such as job shadowing, education hours, and how our contract can support career growth. I have also served on board-level committees and seen the importance of transparency and collaboration in maintaining trust among members.
I believe solidarity and a united union are our best protections for fair wages, good benefits, and respect at work. I value diversity, fairness, and a forward-looking union that is prepared for the future.

Badger Chishti
My name is Badger Chishti and I’m running for an at-large position on your Executive Board. My day job at OHSU centers on process development and improvement, safety and building regulations, control of documented information; now I put my organizing skills to work for you. I’m a lead steward with a focus on representational and organizing work, and a current board member. I don’t take the trust vested in any of these roles for granted.
As a board member, I am leading a project to find a more robust and less expensive database and communications software. Once completed successfully, this project will save upwards of $30,000 of your dues monies annually. As the union's DEI Committee Chair, I have begun handing out whistles for Migra/ICE alerts, with instructions on how to use them in both English and Spanish, to protect our colleagues and communities.
I’m proud to run on a slate that values integrity, collaboration, and responsibility. In three months I have seen our slate work together to achieve tangible wins for our membership and look forward to achieving more.

Bryan Brock
Hello, I’m Bryan Brock, a 20-year OHSU employee and 328 AFSCME union member since my first day of eligibility.
Whether you have some frustrations or are in love with our newly ratified contract, I hope you will agree that now is the time to build on the strength and momentum developed during bargaining. Having found personal benefit in the strong union of which we are fortunate to be a part, and having served as an At-Large Executive Board member since August 2024, I’d like to continue my advocacy for worker rights and the upholding of our contractual agreements.
Since joining the Executive Board and serving as a state convention delegate in 2025, I have become familiarized with the workings of the E-board and union leadership and gotten to know many of the other inspiring leaders. With a goal of fiscal responsibility using our dues, I aim to use my knowledge and connections to help assure our membership is appropriately represented in the leadership’s positions and actions and that what we do is adequately communicated/available to members.
Now, more than ever, with the challenges facing frontline AFSCME employees that serve as OHSU’s backbone, the strength of our leadership and of our membership at large is very important.

Mark Chapman
Mark Chapman attended his first executive board meeting for a non-profit before the age of 20 and has been active off and on ever since in a variety of progressive causes. He is an OHSU employee since 1994 (Senior Research Assistant) and in a classified position (Facilities Technician) since 2009.
His service to the AFSCME Local 328 includes as an Investigatory Steward, Delegate to national and regional conventions, and Executive Board Member under three Local 328 Presidents as Building Chair and the union's representative on the OSHA Safety Committee. Mark is a candidate on the slate '328 For the Members', finding the vision of a members-first focus compelling.

Dinah Gilbert
My name is Dinah Gilbert. I’ve been an employee at OHSU and a member of AFSCME Local 328 since 1998. As the years have gone on I’ve been inspired to become more involved with my union. I’m currently on the bargaining team and was elected as a delegate for our state convention last May. I was born and raised in North Portland where I currently reside. I work hard so I can play hard. Someday I wish to retire comfortably and travel the world. I want to help make all our members' future comfortable wishes a reality.

Why are you running?
To ensure adequate representation of all levels of AFSCME employees, especially those with lower incomes.
What do you hope to accomplish?
Successful negotiation of a fair contract, without losing any previously obtained terms.
Anything else you believe is important for people to know about you?
I have worked at OHSU for approximately 5 yearly. I started in the transport department as a member of Lift Team and have spent the last 2 on the medical ICU as a Tech/HUC. I believe I have a very unique insight into the unique needs and values of our AFSCME represented workers.
David J Casey
My name is David J. Casey, and I am a Clinical Social Worker in the Department of Family Medicine. Every day I have the privilege of working alongside colleagues who bring dedication, skill, and compassion to our patients and communities. Like you, I know that our work is not always easy—and that it is only possible when we support one another.
I am running for an at-large position on our Executive Board because I believe deeply in the power of collective action. Our union represents more than 8,500 members across disciplines, and each of us deserves to be seen, respected, and valued. I want to help strengthen the structures that amplify our voices, protect our safety, and win fair compensation for the work we do. I also want to expand opportunities for professional councils and peer-led initiatives that allow us to share expertise and shape our workplace together.

Heather Panaro
I’m seeking re‑election as an at‑large member of the Local 328 Executive Board because steady, experienced leadership matters — especially during times of ongoing change and strain in our workplace.
Working at OHSU’s Beaverton campus, I’m proud to represent the needs of members at satellite locations and to champion the research mission that is essential to our institution. As a current union steward, I’ve seen firsthand how vital strong, consistent representation is, and I’m ready to continue that commitment at the board level.
My priorities remain clear: protecting research and education jobs at OHSU, defending against external threats to our research mission, and strengthening job security and worker safety for all. I bring experience, dedication, and a deep belief in the power of collective action.
I’m also proud to run on a slate grounded in integrity, collaboration, and responsibility. In just three months, I’ve watched our slate work together to deliver real wins for our membership — and I’m excited for what we can accomplish next.
Teresa Newton
I am Teresa Newton, a seasoned employee at the Vollum Institute, working as a Grants and Contracts Coordinator. I have been in this role since 2011. Shortly after taking on the position, I met with union leaders at a new employee orientation and became interested in being more involved with union activities. I spent many years as an Investigatory Steward, learning a great deal about what sorts of issues our members run across in their various roles all over the university, from workers at clinics around town, to EVS employees in the hospital. I, too, have been called into IMs as an employee and felt what it was like to have the union on our side.
Since the pandemic, I have mostly focused on communications and relations within our membership, becoming a unit steward here at the Vollum Institute, managing the information table once a month at the OHSU Farmer’s Market, and regularly conducting in-person New Employee Orientations. I have heard from so many members for so many various reasons, from praise to consternation to pleas for help.
If re-elected as a member-at-large, I would continue to perform steward duties and outreach, but also bring those voices to union board meetings and other leadership meetings to elevate those concerns and learn what I can do – what we all can do - to improve our connections with our members.
Rachel Beardshear
Having worked at OHSU for over nine years, I have seen firsthand just how essential AFSCME 328 is to protecting workers. From consistent wage increases, to job security during the uncertainty of COVID, to having a union willing to stand up to abusive leadership, these protections are not abstract—they directly impact our lives, our families, and our dignity at work. A strong union and a committed executive board truly make all the difference.
With everything happening in the world today, it is more important than ever to have a solid foundation and an organization that genuinely supports workers and defends our rights. Fighting for worker protections will always be my highest priority. Together, we can push back against discrimination, harassment, favoritism, and wrongful termination. Too often, OHSU treats its workers as numbers rather than people, which is why we need a transparent, accountable executive board that puts members first.
I am proud to be part of the 328 for the Members slate. I have seen the current board work collaboratively, effectively, and with integrity to move our union forward. We respect one another, engage in honest and productive discussions, and stay focused on advocating for you.

Roxana Logsdon
I am running for re-election for an at-large position on our Local 328 Executive Board. I have proudly served for over ten years on our Executive Board, I have witnessed significant changes and faced challenging decisions, ALWAYS prioritizing the best interests of our members.
I began my career at OHSU in the Food and Nutrition Department, then moved on to Family Medicine as a Health Unit Coordinator and then Pediatric Intensive Care Unit, also as the Health Unit Coordinator. I am currently working as a PAS-R in the Pediatric Gastroenterology Department. I have seen and experienced the hardships members face every day.
I am proud to have had the privilege to serve on the 2022 bargaining team, which successfully secured a historic contract for our members, including the largest Across the Board increases in our history. I am also serving on the current bargaining team. My commitment to our membership and advocacy for all our members’ rights remains my top priority. It would be a great honor to receive your vote for the At-Large 4 position on our Executive Board. I am committed to standing by our members to ensure we build a bright future together with all our members at AFSCME Local 328.

Nate LeViner
I am a Health Unit Coordinator in the Float Pool. I have worked at OHSU for 20 years: 13 years in Patient Transportation and 7 years as a HUC (5.5 in the Trauma ICU and 1.5 in the Float Pool). I have been a unit steward since 2011. I have helped make positive changes in the Patient Transportation department that are still in effect and I have previously served on the Executive Board of our local for two years. I’d like to keep making a difference for our members - especially those who don’t always have representation!
Mia Osborne
My name is Mia Osborne, and I proudly serve as the Senior Trainer for the Environmental Services Department at OHSU’s main campus. I have been with OHSU for two years, and during that time I’ve experienced many “firsts” — including becoming a union member for the first time in my professional career.
Since joining AFSCME Local 328, I have actively worked to support and strengthen our union at every opportunity. I serve as a steward, assist with onboarding new members during EVS New Employee Orientation, and in late 2024, I was honored to be appointed as an At-Large Member of our Executive Board.
Due to the requirement of a new vote, I am running again for re-election to continue serving in this role. My reasons for running have not changed. I remain deeply committed to ensuring that Environmental Services and Support Services have a strong, direct voice on our Executive Board and that the progress our current board has already begun continues without interruption.
For far too long, these departments lacked meaningful representation in union leadership, which meant their perspectives, challenges, and needs were often overlooked. Serving on the board has reinforced my belief that inclusive representation strengthens our union and leads to better outcomes for all members.
I believe our Executive Board must continue to operate with equity, transparency, and a focus on the collective good. That means making decisions with every department and every member in mind, rejecting divisiveness and prejudice, and staying grounded in unity, fairness, and forward progress.
If re-elected, I will continue to:
Provide direct representation for Environmental Services and Support Services
Advocate for equitable communication and representation across all departments
Ensure that every member of Local 328 is heard, respected, and represented fairly

Michael Mantoan
I’ve spent nearly two decades working in healthcare systems — first at Sutter Health in California, then with NYC Health + Hospitals, and since 2019, here at OHSU. I’ve helped roll out Epic across dozens of hospitals, but none of those places have felt more like home than OHSU. That’s because of the people, the community, and the mission we share: caring for this region like it’s not just our job, but our responsibility.
Nobody runs for a union board seat because they’re chasing titles or politics. If you want drama, go watch the tram in a windstorm. We’re here because we know this place only works when we do. From housekeeping to clinics, research to IT — every one of us is a piece of the machine, and when we stand together, the whole thing runs.
Here’s what I believe: leadership should be accountable to staff before changes are made, not after. We deserve fair pay, equity where equity is due, and a real say in the decisions that shape our jobs. Management may sign the memos, but it’s union members who keep this hospital on its feet. And if you’ve ever tried navigating from Doernbecher to Casey Eye without a map and three snacks, you know we’re good at keeping things running under impossible conditions.
This isn’t about politics. It’s about people. And without us, there is no OHSU.
